1909 VDB Proof?

I have here what I believe to be a proof. I have located the die characteristics in the attached photosI would like to know who is best to send it to who can confirm it. Your opinions are greatly appreciated.

You would want to look for the die scratch behind Lincoln and the half moon on the reverse.
You can send it to PCGS to confirm it.
Good chance the forum can help you confirm it before you send it so you are not spending money you don't need to.
Based on the photos I am not seeing a proof.
Better photos are needed.

The half moon on the reverse appears to be in a slightly different position and not as bold as it should be.
