Would PCGS Grade This?

Your thoughts? Saw this on E-bay. Pretty rough but I thought it would be a good filler type coin. But then I started thinking PCGS may not even grade this (other then genuine) due to the scratches. Do they have any guidelines on scratches or damage regarding whether its gradable or not? Does it have to have "X" amount of damage before they consider it ungradable?

Based on recent experience on coins I’ve personally sent in, that’s a “Details (98 - Damage)”

One thing that caught my eye on this is the doubling on the TY of Liberty. Haven't saw a Overton variety with that doubling but still looking. Or if someone knows the variety I'd appreciate it!
I don't think PCGS would grade that. I would guess it would probably come back as scratches or cleaning depending on how the obverse looks in hand.
