2014 50th Anniversary Kennedy Half Dollars and the PCGS Set Registry

A fellow collector inquired as to which Registry sets the 4 Coin Silver Kennedy's would be put into.
The response did not include 1 single Kennedy Half Dollar Set!
The only sets the coins would go into would be combinations of the Modern Commemorative Sets!
And before folks begin harping about how these coins are just commemorative half dollars and belong only in a commemorative set, remember that a lot of the Kennedy Half Dollar Sets require the 1998-S SMS Coin which was issued "as a commemorative". The Complete Circulation Coin Variety Set includes not only the 1998-S but also the 1964 SMS Coin, which, BTW, isn't included with its SMS Brethren which are in the Proof Sets.
Previous Anniversary Coins are included in other denomination sets such as the 1996-W Roosevelt.
Other "Commemorative Coins" are included in other denomination sets such as the 1994-S and 1997-S SMS Jeffesons.
The 10th Anniversary, 20th Anniversary, 25th Anniversary and the 2013-W Enhanced Circulation Silver Eagles are all included in the Silver Eagles Circulation Sets.
Are there some inconsistencies here?

Of course... you have 40% silver and 90% silver Kennedy Halves in the regular and proof Kennedy sets. The 2014-W Kennedy Half is just another proof half dollar of a different composition. It certainly belongs in the proof Kennedy registry sets.

Did you point out the inconsistencies where commemoratives are being allowed in the Kennedy Sets such as the 1998-S and the BiCentennial Coins?
Of course, this doesn't even address the fact that the 50th Anniversary coins aren't really commemoratives as much as they are "special" issues which celebrate the Kennedy Half Dollar. I was under the impression that the United States Mint was only Congressionally authorized to issue TWO Commemorative Coins a year. As such, since we've already hit that limit with the HOF Coins and the Civil Rights Act Coins, these coins can't possibly be official Commemoratives just Anniversary issues which commemorate the coin itself.

That really depends upon what size coin they are minted on not to mention the fact that the Kennedy Half Dollar isn't 71 years, 86 years, and 69 years out of production.

The Kennedy Half Dollar has been in continuous production since 1964.
Whether or not they were ordered by the Federal Reserve Bank or simply by US Mint Coin Collectors is immaterial to the point. They do still make them and as such, these coins are an extension of the series. Just like the 1996-W Roosevelt or the 2011-S Silver Eagle.

I also e-mailed BJ this morning regarding the addition of these coins to the Kennedy registries and got the following in response:
"PCGS recognizes those coins as commemoratives, not regular issues. Therefore, both of those coins are available to add to the commemorative sets. Several weeks ago I contacted the graders at PCGS regarding this issue to see if they had any plans to reclassify the coins. To date, they have not made a decision, so for now, the coins will not be listed in the regular Kennedy sets."
My reply to this was as follows:
From the standpoint of a Kennedy halves collector (who BTW, does not collect commems), this decision is a very disappointing one. Also, from the standpoint of consistency, the decision is a curious one as these coins were not issued by the US Mint as commemoratives, but rather as a “special issue” (similar to past special mint sets). Applying the current logic upon which the present PCHS decision was based, shouldn’t the 1976-S MS silver issue (PCGS coin #6728) also be considered a commem and excluded from the Kennedy half dollar composites?
If my understanding of PCGS’ composite philosophy [regarding acceptable options within a set] is correct, then:
Similarly dated coins of differing designs (ie 1964 PR or Accent Hair) are OK;
Similarly dated coins of differing compositions (ie the afore mentioned ’76-S silver or the ’76-P/D clad example) are OK;
Similarly dated coins of differing strike types (i.e. 2005 MS strikes or 2008 Satin Finish strikes; the 1998 MS strikes or the ’98-S SMS strike) are OK;
Similarly dated coins of differing design, composition AND strike types (i.e. the 2014 2-pc 4-pc Kennedys) are considered commems (?)
Just my 2C...Now as far at PCGS and the brain trust goes...I doubt there is not a regularly current minted series that does not have some heartfelt concern from the collecting body as to just how the brain trust came up with the inclusion, or lack of inclusion of certain coins. It has always been my opinion that the top 5 set holders should be the brain trust -a bone if you would, that could be thrown now and then to have the collector base more involved and transparent in the decisions as to what coins are added or not.

So, what this means, is that the decision to have these as "Commemorative" coins, should be reviewed. Specifically, because in 1932, the US Mint issued a "circulating" coin as a "commemorative" for the 200th years of George Washington's birth. That coin design was adopted for the US Quarter Dollar Design in 1934 and is today's Washington Quarter.
Since this 50th Anniversary Design will now be used on every Kennedy produced, shouldn't the coins in the 4 coin set be included in the Kennedy Half Dollar Series instead of being stuck with commemoratives? Of course this would include the cnclad two coin sets.
And since metallic content doesn't seem to affect whether or not a coin is included in a set, maybe the gold coin should be included as well? I mean, it makes as much sense as including the 1964 SMS Coin in the "Kennedy Half Dollars Complete Variety Set, Circulation Strikes (1964-Present) when even that coins counterparts (1965 SMS, 1966 SMS and 1967 SMS) are a part of the "Kennedy Half Dollars Complete Variety Set, Proof (1964-Present)" Set?

2014 Kennedy Anniversary Coins
