Flag labels on First Strike 25 Anniversary Coins

By default these coins and any other First Strike coin will recieve the flag label by default when they come sealed in the original sealed mint box. The only time the FS flag label for these coins are not added by default is if when the box has been opened and you're only asking First Strike on the reverse proof and the 'S' mint mark coins.

I think that was answered....they can come "without" if they are opened and only the RP and "S" mintmarked coins are being asked for 1st strike.
Have you seen a 1st strike, 25th annv set, regular proof/bullion/no-mintmark coin w/o the flag?

Maybe on a canadian coin, but it would kind of defeat the purpose on an AMERICAN Silver Eagle, eh?
