They will be getting 10 unique labels that say 25th Anniversary Set (with and without FS). If unsealed the Rev. Proof and S mintmark should still qualify for the Set label.

Actually, I believe that this is in error.
According to the October 31st, 2011 edition of Coin World, the coins in the set are:
One 2011-W Proof
One 2011-P Reverse Proof
One 2011-S Burnished Uncirculated
One 2011-W Burnished Uncirculated
One 2011-(S) bullion uncirculated produced at the San Francisco Mint
"US Mint officials decided that all bullion coin production for the set would be done at the San Francisco Facility."
This means that:

should actually be
