Looks like someone deposited some milky white fluid on the coin. They did not do a very good job either. Even if the fluid was applied only to the devices, it did not stay on the devices for long and it seeped/oozed onto the fields where it ossified.
If it turned in the holder after slabbing, I bet PCGS is glad it graded out at 64CAM instead of 69CAM.

That's exactly what happens. When they're freshly done, it isn't nearly so obvious.
That they do. They stepped right up on an Accented Hair in a 67CAM holder that I bought out of Heritage back in the fall of 2002.
This one won't go in for guarantee submission, though. I bought it specifically because in the seller's images it looked like it might be artificially frosted. I like to have a couple examples on hand for educational purposes. I also have a 1961 Frankie.
