Large cent planchet. What is it?

Picked this out of a junk box. The planchet size is right for a later design large cent. The obverse shows stars and hair braids similar to those found on large cents, and the reverse has the same type of border lettering found on large cents.
What's bizarre is that all markings are reversed and incuse, almost like someone put this planchet between two real large cents and struck it heavily. There were obviously multiple strikings, as the position of AMERICA and UNITED STATES do not appear to align the way they would on a real large cent.
Any ideas?
