  66, but I know nothing about quarters.
  
  Seems clean enough for a 67 but that mark above the eye should keep it down.

  Looks like this one fooled everyone (and me, in hand)... NGC MS63!

  Well either NGC is wrong, or there is a major hairline I can't see. The planchet defect above the eye lowers it from a PCGS 67 to a PCGS 65, perhaps a shot at 66 (because it really isn't an abrasion-and there's no big price jump). The overall coin is super original with nice toning, and meets all the requirements to be a Gem based on the image. Ngc often overgrades this series for luster ignoring marks that Pcgs downgrades a point for-- so this one is surprising. I'd send it for in-holder review because they seem to be just plain wrong and scared of the cellophane toning--or don't know a planchet mark from an bad abrasion.
