My first E-Bay dispute

I won 4 cheap rolls of cents fot about $25 including shipping and ins. on June 2nd. The seller says he mailed them on the 6th but USPS tracking only shows he made a label to ship it. He says the package was picked up at his house and never scanned into the system. He wanted to refund only my purchase price and keep shipping and ins.(self insured). I told him he should refund 100% of what I laid out and he would receive a neutral. If he keeps the shipping and ins. he should expect a neg. He agreed to pay but is not happy. We went thru dispute resolution so he could get his fees back.
This seller has been great with communication throughout and I am now wondering if what I did was feedback extortion. With no proof he ever owned the rolls let alone shipped them I felt entitled to 100% refund.
Any thoughts?

How about leaving him a NOTHING. Nothing at all since you did get some of your purchase back. You may have to write off the ins and s&h. Personally, I NEVER mention what sort of feedback I might leave while dealing with a customer.

Absolutely, if he used the USPS, they would have refunded all of it .

I didn't mention feedback till he told me what he was going to refund me. I can not force him to make 100% refund but if he is going to get shipping refunded by usps why shouldn't I. Why should he profit from a non transaction?

I once caught an E-bay seller who sold me a conterfeit item. He did not take responsibility, saying he had a professional dealer look it over first before offering it for sale. When I contacted him to explain why the item was not genuine, he agreed with my assessement, but only refunded my purchase price.
I thought I was being generous giving him a neutral for sending a counterfeit item. My feedback comment explained accurately that he sold a fake item but refunded the purchase price prmoptly. So, how did he respond? He gave me my only non-positive feedback complaining that I returned the item and gave him a neutral. This still bugs me, as you can tell.
I sent an insured package once that was lost. Shipping was refunded to me.
I would leave the guy a positive saying that although things did not work out the way you wanted (you get the coins) the dealer was able to make things right.

I agree with this....especially over $25.
While I will fight like a banshee for a $2 item if I feel I am getting taken advantage of, I don't believe you were being taken advantage of.
While I might agree that the seller should refund the shipping, I think you stepped across a line or two with the feedback extortion.
It worked for you though.
You may find a package that was horribly delayed, through no fault of his....even if it arrives and you pay for it, I think you should give him the choice of you keeping it or not.
Also, as has been mentioned...if you get back everything, and things are how you have described, there is no way you should put less than a positive.
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

I agree with this... as a seller if something is lost I usually refund 100%, for the cost of a few bucks I can sleep at night..
If somebody tried to extort me like you did I would
1) Report it to eBay
2) Keep all your money
3) Leave you a negative
But that's just me.
BTW - when using the PayPal label with delivery confirmation, it is ONLY scanned at delivery.
Nobody at the post office goes through all the mail looking for these to scan in at the point of entry.
