Is MS70 a dip, or not?

It says on the bottle that it is NOT a dip. I just wanted your opinion on this. Does it remove that proverbial layer of "skin" on a coin? They claim it has no acid, so is it a dip or not? Does it damage the coin or not?

as an emulsifier. It gets under a contaminant and loosens it.
It doesn't remove any "skin" like acid based cleaners that are commonly called *dip* does.

That means it will remove some kinds of toning as well as grunge.

Every mark that was hidden by dirt/oil will show brightly.
Your better off let things as they are without cleaning.

depends on the specific coin. some pieces are definitely better off with a little help, others are best left alone. When in doubt, I would post a pic on here and ask for opinions before hazarding a "treatment"
"dip" generally refers to the use of a "thio-" solution to remove tarnish (ez-est, jewelluster, etc)
I think use of water (the universal solvent), acetone (the solvent for oily stuff), and various soaps (ms70, etc) can be called for, depending on what contaminant is afflicting the coin in question.
