The "image" looks MS64. But, images frequently don't show rub or hairlining. The coin could be a cleaned AU and, since it's a bit tougher date in a garbage slab, it probably is.
Looks like a 64 to me. Not all 64's have luster so if it lacks luster that is not an automatic assumption that it was cleaned. The eagle on the reverse looks frosty from your scan. I have a few PCGS 64's that have that same "dry" no lusterous-but-frosty look. Looks good to me.
It looks like an old dipper that the toning got a little too heavy on. There is a white stain at 12:00 on the reverse, and the obverse has a mottled look like maybe if it was rotated in the right light it would show the white spots. JMO

Looks like a good chance at 64. I see you are the high bidder, so I guess you have made up your mind. Centsles, the seller, is very good about honoring his return privilege, so you have that out available, if the coin is a disappointment.
