DMPL VS. PL Morgan Dollars

Greetings and Salutations!
I would just like to pick a couple of coin-loving-people's brains with a question regarding grading DMPL and PL surfaces. Does there need to be a Frosty Cameo in order to have a coin graded PL or DMPL? I would say that the coins that I sent to NGC yesterday are DMPL because of the reflectivity 4"+ level but lack a Frosty cameo. I use a 10Xdiopter to grade and examine my coins and a brush of UV light to determine chemical cleaning.
In regards to a second question, Is it possible to clean or polish a coin to improve reflectivity at a DMPL level? I understand that you can polish silver spoons to increase their lustrous coat but can you do it to coins without leaving a shred of evidence, except possible chemical immersion, on the surface?
