Will PCGS take this coin back?

I don't know much about dipped coins, but I ran into this auction on eBay tonight for a PCGS MS64 1936 walker. I don't think I have ever seen a seller try to unload a coin like this. If it is that horribly dipped(that's what the seller says/assumes), will PCGS refund the owner of the coin? I don't know.... just asking.

I don't think the photo is the greatest. I've seen lots of coin with dip residue. I don't think PCGS would take them back. If they did they may try to conserve it themselves and return a conserved coin.

I have to admit it is a pleasure to see the honesty in that auction. So many hide the flaws on coins hoping that someone who doesn't know better takes the dive.

Will PCGS take this coin back?
