SNAD or item not received?

Sorry for a dreaded eBay question but....ordered multiple items from one seller. Took almost 2 weeks to receive and then only 2 of the 12 items were in the package. Sent seller 2 eBay messages with no response. Tried to call. No response or returned phone call. It has been almost a full month since items were purchased. The USPS tracking shows that the item was undeliverable. Never seen this before so not sure if the seller sent more than one package and only one arrived or if he just flat out tried to sc**w me. Would you file a SNAD claim or just an item not received claim?

    SNAD if you claim item not received, he could have a tracking number that proves you got a package from him. That would make you look bad.

    If the USPS packing shows "undeliverable" he would have a hard time proving that the item was delivered, regardless of how many items were in the package
    IT IS ALWAYS CHEAPER TO NOT SELL ON EBAY
