I think the milkspotting originates from contaminants still present on the surface when the coin leaves the mint. Over time, the contaminants, whatever they are, react and the phenomena occurrs. I don't think it's the TPG plastic or the gasket. There's ATB bullion out there with milk spots as well as tons of ASE bullion… -
