   Ive had that happen twice with NGC. First time it was a 1961 franklin proof graded at PF-67 ultra cameo. The coin developed milk spots on the reverse so i sent it back. They offered to down grade the coin and pay the difference, get me a new coin, or just buy it back. I took the money and they kept the coin. Second time…
