Hi Travis, 'dips' are weak acids that dissolve a thin layer of silver, including the tarnish, off the surface of a coin. On a proof coin with highly polished surfaces like the one Russ posted, this will remove spots and haze, and it isn't a big issue on a proof if done quickly enough, since the surfaces are so smooth.
