Submission coin grows spots?

I just recieved my latest submission back from PCGS and my 1962 PF Roosevelt now has spots all over the obverse. So I'm thinking they either sent me back a different coin (I don't believe that is the case), or my coin was misshandled at PCGS. I opened a Tonga proof set. In the holder the coins didn't have spots. I placed the coins in flips and then in the safe deposit box. In a month, they had milk spots. I was rather annoyed. I'm not saying this is the same thing that happened to your coin, but my experience has been that milkspots can appear pretty quickly. -
