David, It's caused by improper rinsing of the planchets at the mint. It was a pretty big problem with proof coins in general through 1964, and seems to be a bigger problem with the Accented Hair in particular. It's embedded in the planchet, so when you get one that bad there's no hope of recovery. Russ, NCNE -

Lori's another one on my list. Like I said before, I saw 5 more 1913 Liberty nickels at the Baltimore show than I did Accented Hair Kennedys. Everyone thought I was Russ because I kept asking "Got any Accented Hairs?" All these dealers with their million dollar display cases and I couldn't find a "common" '64 accented hair… -
