First impression is filled dies, but the filling on the reverse is a match for Lincoln's portrait. An excessively weak strike would show poor detail on the obverse where shown as well as poor detail on the reverse opposite the weak obverse. That's what I think you have. If this were a reeded edge coin, I'd have you check… -
