I think the clash is too deep to be caused by hand if the dies were hardened. If done while hardened, it would have to be caused in the press. I am not sure when the employment rules changed yet as I am still doing research but most of the early mint positions were for life. I agree with your assessment. The '27-D is one of the most poorly struck in the series but is not often cited for this. I've looked at over 100,000 Buffs while I was conducting my strike study and have never seen a fully struck coin of this date out of 517 coins observed.
