Back in 2003 I was taken by a Canadian coin scam artist. I wasn't the only one. This 21-day hold policy is the most disturbing development. Unless I am missing something here, it is a even more of an opportunity for overseas scammers to buy items from you, wait until said items arrive and then claim that they were never received. PayPal has your money, the scammer has your item, you can't leave… -

The card may be original, but the flip sure isn't! A little Photoshop work there on the scan, I do believe. Given that plus the zero feedback, I'm guessing he planned to take the money and run if some newbie were to buy it. He may be the only scammer on eBay who doesn't know PSA does not do half points.
