So what is the actual value of this box? If its a high dollar item, at least he isn't having to pay ebay the extra $3 or $4 to list the item at a BIN of $200, and instead pays $0.50 to list it at $10. He does clearly state the shipping, and even makes reference to it in his description, I don't really see a problem with… -

I read this bill some time back and it was clearly targeting a distinct type of scammer. If you read it you can tell who they were thinking about when they wrote it, and your friendly neighborhood B&M dealer was clearly not the real target. Can't do it. There's way too much variation in how people grade. Sure you can post standards, but based on the fact that there's a thread-a-day dealing with submitters shocked at the low (or high) grades they got, about the "overgraded" PSA cards on Ebay, etc, you can see that no one has it perfect.
