The reference to the mild soap comes from the directions on the side of the jar of EZ-Est. "wash immediately with mild soap, then rinse thoroughly under water". it is more than just color changing - any environmental damage that emerges over time is not covered, including milk spots on modern coins. I guess over the years too may people improperly stored PCGS coins in environments that their holders could not protect the coin from fully. So it seems the guarantee only applies if… -

Yes, NCS conserves proof coins. Whether or not spots can be removed will depend on the nature of the spots. The mint-caused milk spotting that was fairly common on early '60's proofs is embedded in the planchet and is not removable without damage. Looking to buy a few milk spotted silver eagles for spot removal testing. Need a couple in NGC and a couple in PCGS slabs.
