For this particular coin, consider the possibility that somebody who wanted to make a fake multi-struck coin started out with an already chopmarked coin, perhaps because it was cheaper than an undamaged one, and used that to squeeze a pair of false dies. All that was done was to look at some coins and decide they were "special" because of superficial appearance - not objective research and comparison with well-documented coins. It's not insulting, it's realistic. These are minor errors and varieties and can be found without much effort during coin roll hunting.
