For what it's worth (and my opinion isn't often worth much of anything!!), I would say that the sets should be compared in the same place. It seems to me to be a little off-kilter to have two different Registry listings for 1969 Topps. I wouldn't have to click one place to see how many people have completed the 664 card… -

Could be true. If 4461 is the true list, 99% would be short of this by 45 coins. I can see getting all but 20 of the business strike coins, over many years. Getting all but 20 of the proofs would be really hard, though. The answer for a % depends a lot on what exactly the list is. Is it the current list in the PCGS… -

The weighting means that's how much the coin counts relative to other coins. So for example, if your set has a MS 62 with a weight of 1, then that counts as having one MS 62 in your set. If the set has a MS62 with a weight of 8, then that counts as 8 MS62s. In other words the number of coins in a set for Registry scoring… -
