I hear they try to remove milk spots off of ASE's when they are submitted for spot review If it turns in the holder, they are having to pay out on the guarantee. PCGS deducts for it, so it will affect the grade a coin gets. In my personal opinion milk spots affect the eye appeal of the coin, so I believe they should affect the grade and/or the price a coin will get if spots show up after the coin has been graded.
