Another problem is scammers phone number is usually not correct put that is a good enough reason for eBay to NARU them retaliation phone calls - phantom bids - email spam - would keep me from considering that though -

No matter if you have insurance or not, you will be responsible for the refund if he claims it was stolen out of the package. Getting insurance does not protect you from a scammer. I would probably avoid selling to him, just to be safe. -

Politely tell him you want to keep it simple. Cancel the sale and see what happens. Sounds like he could have just made an honest mistake, or he could be a scammer of some kind. Joe -

Make sure you get large scans, some of those cards were graded long long ago. Anybody who sells that much is bound to run into some negatives, he doesn't seem to be a scammer or a thief. -
