100% normal for cents of this era. The L was extremely close to the rim on all of them, and as dies wear the lettering moves out more. The E is also always a little low looking. (View Post)1 -

Extremely common on the early copper nickel coins. The material was harder than copper or silver, so the dies failed much quicker. (View Post)3
