The true error experts can correct me, but my understanding is for an off-center strike to be of any numismatic value, some of the devices (a component other than the rim) must be missing.2 -

I'd have to go with AT, seeing the reverse with similarly vibrant toning as the obverse is what pushed me solidly away from NT. That being said, I did cut these out of a flat pack a couple weeks…2 -
