Can anyone here print a label from the USPS site or PayPal for regional rate boxes?

To determine zone for your shipment either print a custom zone chart based on your zip code under the "Get Zone Chart" tab or click on the "Get Zone for Zip Code pair" to calculate number of zones.
Once you know the number of zones, use this usps chart to determine your flat rate cost (note that there is either a $1.00 or $2.25 additional fee if you buy the postage at the retail USPS counter):
Then compare the cost to that of sending it via regular flat rate priority. Regional is not always cheaper, but in most cases it is.

Are you sure ebay doesn't automatically apply regional rates when a flat rate option isn't used? It seems they do to me as I have different rates for like packages to different areas.

If they did then they should also tell you that you need to send the items in regional rate boxes. Priority rates vary by weight and distance IIRC.

Normal flat rate priority offers a set fee based on size of the box regardless of distance being shipped. Regional priority flat rate offers the best of both: fee based on distance and a discount on shipping heavy items.
It doesn't really become a savings unless it is an item that will not fit in the small flat rate priority box and requires a larger flat rate box. Regional flat rate boxes are larger than the normal small flat rate box and usually cheaper to ship than the normal regular medium and large flat rate boxes.

While they are not officially "flat rate," regional boxes have the affect of flat rate because mailing fee is not based on weight. Box A carries the same fee for anything up to 15 lbs and box B carries the same fee for anything up to 20 pounds, with fee being determined by shipping distance only. While normal flat rate priority has a set fee and weight limit for each size box it has a set fee regardless of US destination. What makes regional boxes a better deal is that they carry a fee based on distance that in most cases will be cheaper than flat rate medium and large boxes. When shipping something that requires a medium or large flat rate box I always compare fee with using a regional A or B box and in most cases save money going with the regional box.

You will also notice that Regional A boxes are cheaper than small flat rate boxes ($6.85) up to Zone 4, and Regional B is cheaper in Zone 1.
I think it depends upon where you generate your label. With PP.com/shipnow a flat rate padded envelope or SFRB are both priced at $6.10 instead of $6.85 so the discount is back. It pays to shop around. Frequent shippers likely know all of this. Also the padded flat rate envelope is now an option with PP. Unfortunately one can't get get but 2 PCGS blue boxes into a regional rate A box
