Why are these important coins--all graded by PCGS--not part of any PCGS Registry set?

    They're likely too scarce to be fairly put into any registry.

    Too scarce? No. They include coins like the 58 DDO, of which THREE are known to exist.

    Too scarce cannot possibly be the issue.
