Would you send a $400 card w/o DC?

I got this card in the mail today. It was wrapped in a piece of paper with "THANKS" written on it, and inserted into a bubble mailer. No insurance, no delivery confirmation. I paid via paypal. I guess the seller didn't think he needed to protect himself from scammers. Fortunatly, I'm not a scammer, but if I was, he'd be… -

Surprising he would place that thought in a bidder's mind, perhaps he thinks he is building credibility in himself by doing so?
