Man-made novelty item – ‘magicians coin’, as Mark noted above. If I had to guess, I’d say that the 1999 side was originally the reverse of the 1998 nickel I can see the seam when I enlarge the photo (View Post)3 -

I believe these are struck through the thin “saran wrap” type plastic that Trays of finished Dies are covered with, before they go to the Press area. (Edited) The scarce ones are found sometimes with… (View Post)5
