Half Dollar Type Set composition error?

How did the 2014 gold Kennedy get in this set? Every other coin is either a circ coin or a proof based on a circ coin; otherwise, I would expect to see a Classic Commemorative, Modern Commemorative, and the four other 50th Anniversary Kennedy Commemorative Halves in the set composition.
