        <description><![CDATA[<p>I made a request of the postal clerk to send $5,000 value by registered mail.  The charge was $96.55 for Priority mail which seemed very high and turned out to be the Insurance rate.  The Registered mail rate would have only been $46.45!  I was given the tracking information and it was delivered in four days!  Realizing the postal clerk used the wrong schedule I went to a different post office the next day and sent another package specifically by Registered mail.  This was also considered Priority mail and I was given tracking information,  The second package is still in limbo and most likely will take a frustrating 10 days to be delivered.</p>

<p>It appears if coins are valued at $5,000 or less they will get there faster by insured mail; but, it will cost more to send them!</p>

        <description><![CDATA[<p>Why do we pay so much more to send REGISTERED MAIL letter to or within the United States if the USPS  does not collect signature of the recipient? in case of a dishonest recipient they can receive it and claim they've never received it. Will USPS be held responsible?</p>

        <description><![CDATA[<p>USPS Domestic Mail Manual (DMM) § 503.2 specifies standards for Registered Mail. Here are some excerpts:</p>

<p>§ 503.2.1.1  What's not eligible for Registered Mail: Items "[p]resented for mailing in a padded envelope; envelope or mailer manufactured of spun-bonded olefin, such as Tyvek; plastic envelope or mailer; or envelope or mailer made of glossy-coated paper."</p>

<p>§ 503.2.3.3  Sealing the package: notice if sending currency, you're required to FIRST GLUE the package closed, THEN PAPER TAPE over all edges of the package.</p>

<ul><li>Paper or cellulose strips or wax or paper seals must not be placed over the intersections of flaps of letter-size envelopes where the postmark impressions are made.</li>
<li>Packages must be sealed with mucilage or glue or with plain paper or cloth tape.</li>
<li>_Packages containing currency or securities may not be sealed exclusively by paper strips, but must first be sealed securely with mucilage or glue. _</li>
<li><p>Large envelopes (flats) that are completely sealed and that also have paper strips or paper tape across the intersections of the flaps may be considered packages for sealing requirements. <br />
*_ To be used on Registered Mail, tape must visibly damage the envelope or wrapper if removed and must absorb the ink in a postmark impression. _</p></li>
<li><p>USPS employees are not permitted to help customers prepare or seal mail to be registered.</p></li>
