I do not understand how this coin could be MS. It is on PCGS Photograde.

While 1964 Dimes lack highly distinct hairlines, the significant blank spots in the hair suggested wear to me. The idea of grease in those areas is a reach, I think. I just don't quite understand if the difference between the hair lines of this coin and MS68 (https://www.pcgs.com/coinfacts/coin/1964-10c/5128) is simply a strike difference or because of wear. My grading skills lack that kind of sophistication!

I am thinking that the main idea of MS60 is identifying a coin without wear, and trusting (for a moment!) PCGS, the implication is that the difference is strike related and not wear related, so the coin would deserve MS60 - eye appeal being a non-issue at this level! The issue with L would then be viewed as a bag mark.

I would welcome any thought-through responses of where I have gone off the rails!
