<p>I do not understand how this coin could be MS. It is on PCGS Photograde.</p>

<p>While 1964 Dimes lack highly distinct hairlines, the significant blank spots in the hair suggested wear to me. The idea of grease in those areas is a reach, I think. I just don't quite understand if the difference between the hair lines of this coin and MS68 (<a rel="nofollow" href="https://forums.collectors.com/home/leaving?allowTrusted=1&amp;target=https%3A%2F%2Fwww.pcgs.com%2Fcoinfacts%2Fcoin%2F1964-10c%2F5128%29">https://www.pcgs.com/coinfacts/coin/1964-10c/5128)</a> is simply a strike difference or because of wear. My grading skills lack that kind of sophistication!</p>

<p>I am thinking that the main idea of MS60 is identifying a coin without wear, and trusting (for a moment!) PCGS, the implication is that the difference is strike related and not wear related, so the coin would deserve MS60 - eye appeal being a non-issue at this level! The issue with L would then be viewed as a bag mark.</p>

<p>I would welcome any thought-through responses of where I have gone off the rails!</p>
