Nope. Just privately-issued bullion. "Silver rounds" is a generic term for a variety of privately-issued 1-ounce round ingots. Some have designs that mimic coin designs, as this one does.
I can see why that rang your alarm bells, though- some of the fake Chinese stuff out there looks like that.
The difference here is that this piece should have one ounce of pure (.999) silver in it. It's probably pretty large, too- way larger than a quarter and slightly larger than an old-style silver dollar. I'm not sure what would be on the reverse side of this. Some have company names, some have stock designs.
