  Very recently keets posted excellent images of the characteristic trait of these reverses. You will have to use the search feature for this information, though, because I do not have it in-hand. If I recall correctly, I was quite impressed.

  There are two types of 1939 reverse designs from the original 1938 initial mint designs.
  
  Type I - on either side of the steps there is no verticle bars encasing the steps
  
  Type II - the steps are encased with verticle bars to deliniate the steps.
  
  The 1939 type II carries onto the the 1940 mints
  
  
  Hope this helps a tad, I will look for some pictures...maybe
  
  
  The type I, the steps just run to the end and stop, no verticle bar to encase steps
  looking for picture of a 1938 reverse.
