Washing Senators Pin? Or what....?

This item if my memory serves me I won on ebay years ago, there was another simular with a native American chief again just like this...only difference in subject matter.
Im not sure if stamped or cast....i lean towards the casting.
It is a unfinished pin? Not painted not given a pin back? Has any fans ever seen a finished product be it a pin or what ever? I alway wished I had won both items.this and the Native American one.
Any thoughts ideas welcome.... you can judge the size by the cent ,its color some red now tones as copper does. Thanks in advance.

    Not a clue myself. But there is a poster here named Stone that seems to know a lot about pins. Maybe he will chime in.
