I can't imagine this fine specimen being anything less than MS64. I thought it was a MS65 at first glance. Maybe PCGS was over cautious grading for the bump from MS63 to MS64 is $50,000 ($14,000-$64,000). Graders step up!

I'd generally assume that has been to CAC being that it is a $14,000 coin, and that it didn't sticker so I wouldn't assume so.
also really hard to judge from those photos.
Wherever the jump is the grade tightens. It' best not to try and outguess PGCS unless you really know your stuff...and that may not be good enough.
A 63 could have a patch of hairlines not visible in an image.
Could be a bit dipped out...hard to tell from photo's but probably the case.
That auction is from 2005 so CAC didn’t exist. It is possible that it has since upgraded but as @Insider2 noted, the grading on coins with huge price jumps is usually very conservative.
What he said. I don't see the luster one would expect for a white coin....but could be the pics.....
Looks OK from the photo.
The pictures were from a time when Heritage over exposed a lot of its photos which hid problems. You would be amazed how you can hide marks with bright light photos. I was, unpleasantly. I would have no opinion about this piece because don't tell you what you need to know.
The cert number no longer exists. It could have already been upgraded and the old number removed from the population report/cert database.
I didn't realize the auction was so old. Oh look, there is the date at the bottom!
It does look nice, but the graders are pros and I am not so I'll not try to outguess them.

For the value difference. It could have probably been resubmitted a time or two if it was even close.
