Great luster, clean surfaces, only so so strike. MS64
I'm sorry if I sound harsh, I just don't see this making it past a 63. It has great looking luster, but far too many small ticks on both obverse and reverse to much higher IMO.
64+ luster bumps it and trumps strike.
jtlee321: The coin was reworked due to a clash, and only has an average strike, but as far as the ticks, I think they are acceptable for a 64.
My humble opinion.

I was in the process of buying this coin, but with your many comments, I feel the money is higher than the grade would allow.

This is the coin I purchased instead. I have many 1913's but I warned myself after many raw disappointments to buy pcgs or ngc-pcgs preferrably.

Don't settle for anything less than a fully struck 1913. Much better is the 2nd one.
The OP coin would be a 64, and, although the second coin is nice as well... based on the pictures, I like the first one the most. Cheers, RickO
