NO, not all coins left the dies at the "correct" standard weight.
BTW, my Treasury Dept. fact sheet (Revised 6/1/76) lists the weight of a dollar as 26.73 but with a tolerance
of 0.389!
FWIW, I once weighed a batch of "slick" Barber dimes, quarters, halves, Mercury dimes and standing Liberty quarters and it was approx. 7% light by weight, so a .4 gram loss to wear on a VG Morgan is nothing to worry about.
Just weighed 6 circulated Morgan's for you. G-6 to VG-10. Interestingly, some of the more circulated coins weighed more than those with more detail remaining! Weights: 25.54 - 26.08.
Just weighed a roll of BU 1896-P dollars.
None overweight.

(5) 26.72...down to (4) 26.68 (none lower).
Sample too small to mean much except an indication.
The difference from reported weight of 25.54 g vs nominal 26.73 g is about 4.5% by my eyeball. That's a lot when you are buying / selling.
