I was part of a group of mail fraud victims from an eBay seller back in 2005.
The guy plead guilty in Federal Court and got 3 years probation and ordered to pay $150k in restitution to 93 victims.
I got checks from the probation department every couple of months, but after his probation ended they stopped.
I got $800 out of the $1600 he got me for and that took 3 years.

Now that the Police Department arrested the guy and you have a police report (showing theft).....Could that prompt Paypal to release the funds?
You should pay his residence a visit while he's in jail, Maybe he has a roommate or two and you could get your restitution from them.
