Coin, Token or Medallion? Country?

Can anyone help identify this Coin/Token or Medallion? I cannot figure out the language. It does contain a number of Zodiac Sign including LEO. The only thing on the reverse is .999. It does seem to test as silver and weights 6.2g. It is slightly bigger than a US Quarter.

If the other side is blank and has 925 stamped on it, I would say its a token of some sort. The writing looks like possibly Tibetan?

The other side is blank but has .999. Somehow I think its an Astrological Medallion or maybe a silver round with Zodiac symbols.
If there's a BB that rolls around and you're supposed to get it to stop at that black spot at the top, It's a game.
That's a new idea!
The legends appear to be in Hebrew and this coin might be some kind of "good luck" coin.
