The top part looks like a strike-through. Overall I don't think it would affect the value significantly considering it is a circulated coin and it's one that is in high demand. I own a few older Norwegian 1/2 and 1 speciedalers, problems or not the bidding to get them was always fierce. Personally I like this coin a lot and wouldn't skimp much due to the flaws. I think many people who collect these would feel the same.
