Nip the holder for the edge to outside of the rim that goes around the whole holder (about 1/4 inch in). Do it once at a location to the left or right of the label near the bottom of the label. Do it again at the bottom in the middle. You will get three clean pieces. Rarely do you ever get shards.
Of course, you need the tile nippers -applies to those of us who have laid tiles in the past.
I use the nippers on the middle of each long side if I'm in a hurry. Otherwise, the neatest and safest is to clamp securely in a vice, put a decent-sized chisel on the seam and whack it with a hammer. Do this on all four sides (maybe on both ends of the long sides) and the plastic halves will just separate. There's always some plastic shards no matter what method you use. Without goggles handy, I would only use the vice method above and hammer as gently as possible to get the job done.
Channel lock end cutting nippers. One nip at 3 o'clock or 9 o'clock usually does the trick. I cover with a towel for safety but have never had a problem.

For PCGS slabs this definitely works. I've used a large wire cutter as well. You likely will crack it completely straight across in just one nip.

Need the following OBW rolls to complete my 46-64 Roosevelt roll set: 1947-P & D; 1948-D; 1949-P & S; 1950-D & S; and 1952-S. Any help locating any of these OBW rolls would be gratefully appreciated!
I've been at two shows where someone was spending a lot of time behind a table cracking out slabs. I think he was using a tile nipper. Proper technique also dictates you complain about grading while doing it.

The most important thing is to always wear eye protection.
I think a vice is easiest.

Ha. Of course it should be vise.
Bolt cutters work the best, IMO. Takes about 3 seconds. They're just not very portable.
