1986 fleer stickers

I'm wondering if anyone else gets the fleer stickers back from PSA with N6: MINIMUM SIZE REQUIREMENT. I've mailed in 13 stickers and 10 came back N6: MINIMUM SIZE REQUIREMENT. I've had these cards since 1989 from packs I bought. All 10 returned were # 1 Kareem's. Can anyone help?

Maybe it's because Kareem is the first card on the sheet.

The Kareem is often cut short, that's why it's so hard to get in a 9 and why they sell for $450+.
