PVC on certified coins

I was just cruising Heritage and saw this bust quarter:

It has a pretty worrying PVC problem to my eyes. Especially the reverse. Some has likely been removed, leaving darker scarring, but some remains. It has the look of something that could get worse.
Am I reading this picture correctly? If so, is this something the seller could take back to the grading service?

Yes, that's PVC on the obverse and not difficult to clean up. PCGS will no longer do this work for free. The stain/corrosion on the reverse may very well be due to PVC that was treated after it etched into the coin.
