Looks cam but what is all that white stuff that's concentrated around the edges and scattered on the fields?

Need the following OBW rolls to complete my 46-64 Roosevelt roll set: 1947-P & D; 1948-D; 1949-P & S; 1950-D & S; and 1952-S. Any help locating any of these OBW rolls would be gratefully appreciated!
Looks to have dynamite mirrors but the devices may not be quite frosted enough for a CAM designation. That's the kind of proof that if it did fall a bit short of CAM, NGC would star it. Proofs are almost impossible to grade accurately from a pic but if there are no hairlines, I wouldn't be surprised to see that in a 68 holder. Very pretty coin.
